A very closely controlled one.
I think it would be better if Yvonne Z. merely attended the meeting as a listener, rather than as a presenter. The Town Meeting should be for citizens to express their opinions to policy makers (City Manager & elected officials). It is not truly a "town meeting" if much of the format will be taken-up with a power-point tutorial on budget processes. Instead, devote most of the two-hour time-slot to letting ordinary citizens speak out for what they feel should be government spending priorities. For example, it's obvious that citizens viewed a public swimming pool as a very important government priority. However, this sentiment appeared to be lost on decision-makers, who instead went along with staff recommendations to close the pool. Give the public a chance for some meaningful input into budget decisions, and let the public have a real town meeting!
The city doesn't want people to look too hard at the budget. They are only pretending to allow citizens to "participate".
The budget has lots hidden in it, and it's fat and bloated. The higher they can make it and the more they can threaten to cut...the more can be squeezed out of us....
It a game and we're the turnip.
