City of Port Angeles Being Investigated by Auditor's Office

Kim Hurley, manager of special investigations for the State Auditor's Office, has e-mailed the city regarding potential conflicts of interest.

She has requested documents related to several recent projects, including:

Construction of the Eighth Street bridges and Dry Creek bridge;

Acquisition of property for The Gateway transit center;

Travel expenses for Karen Rogers and Mark Madsen;

Contracts with Exeltech Consulting Inc.; and

Payments to Capacity Provisioning Inc., Fred Hill Materials, The Remediators Inc., Advanced Composite Technologies Inc. and Clallam Business Incubator.

City Manager Kent Myers said he has
"no idea what the basis of it is. I think that our records are in order."

Karen Rogers said:

"
The state auditor spends hundreds of thousands of dollars of taxpayers' money on these anonymous allegations. This latest anonymous allegation is another of these types of unfounded allegations."

I think I am going to call the anonymous hotline every day this week and tell them something is fishy with ALL the current city council members. Since you don't have to prove your allegations, just call, I can get the auditors office investigating everyone. I bet a lot of people will be surprised at what turns up and who forgot to disclose what. A lot of people are going to have to apologize for this one and some of the current elected are going to have a lot of explaining to do. When you point the finger at someone else, there are three fingers pointing right back at you.

Let's figure out where these "anonymous" allegations came from, shall we?

Who has it in for certain members of the former city council? Who endlessly and fruitlessly scoured every nook and cranny in order to dig up dirt on Exeltech, ACTI and the Gateway? Who alleged a variety of improprieties and so-called sweetheart deals were going on behind the council's closed doors? Who posted on this blog as "The Watcher" and talked trash and gossipped about current and former city council members and city department managers? Who pulled an end run around the mayor and city manager and wrote an inappropriate letter to the Department of Ecology?

Why none other than Max Mania, of course. Given Max's predilections towards posting trash under an alias, writing letters he has no business to write and his close connexions to Norma, Darlene and Diane who else can this anonymous tipster be?

It's clear that we have a shadow city council in the form of Norma, Darlene, Diane and a host of unelected carpetbagging special interest groups from Seattle. You sound VERY vindictive with these comments. The allegations hitting too close to home?

You might want to spend a few minutes reading the article. It makes reference to specific people, specific projects, public officials, and specific companies.

I would think most people would WANT concerns about apparent conflicts of interest, and possible improper activities investigated. If there is no basis, fine.

Are you suggesting that no public officials should ever be investigated for such concerns?

Or, only the ones you don't like?

Nice try, anonymous 1:26 PM. The only problem is, just because you've been elected to City Council (even in Port Angeles) doesn't mean you've done anything morally or legally wrong.

Even a quick glance at the activities of Karen Rogers/Karen Rogers Consulting would reveal enough to be "probable cause" for further investigation. I mean, her "consulting" business was/is all about making "connections" between businesses and (surprise!) local government. And (surprise!) some of her clients got BIG, BIG contracts with the city. Contracts she voted for, rather than recusing herself.

So, how many fingers were pointing back at her when she was ransacking the city coffers?

Good! I always thought there was something fishy going on with Roger-Madsen-Incubator-Exceltech. It will be nice to have an independent investigator take a look at it. Maybe it's all legit, but there's ZERO transparancy here. And heaven forbid there be any watchdog group taking an objective look at the city council. Not the PDN, nor the "stop wasting taxpayer money!" local Republicans. At least the auditor will shed some light on this, one way or the other. Although, if there's nothing going on, why is Rogers so opposed to this? Hmmm?

I'm really surprised that a self avowed "conservative" would be supporting the types of behaviors that have been reported. I'm surprised that such a "conservative" would support activities of DEMOCRATS funneling taxpayer money to private businesses, and apparantly engaging in influence peddling.

this town is hurting (more than it should be in this economy) because "certain" people thought they were above the law, and could do whatever they wanted. We had a mayor who thought nepotism and inside deals were fine (more for MEEEE). We had a city manager who couldn't even manage a simple "form letter" when anyone wrote them about anything (seriously, never replied to anyone that I know of). We had a ram-rodded down our throats a bus transit center. We had an incubator who didn't give a damn about any business, except their hand picked (kick back? ones.
The city government in this town has been dirty for a long time. I hope this is so blatant that the auditor can't avoid pressing charges.

Thanks for the laugh this morning. The "proof" is that is was reported in our local paper??!! Gosh, if I had a nickel for every time the PDN screwed something up I would be a rich man! The PDN does not report the truth - it has always twisted the facts. If that is where you are getting your information from and your proof from, you really are in the dark about the facts.

I am all for this investigation. I think it is a waste of money because nothing will come out of it, but at least I can hope these issues will finally be put to rest.

And where in the article does it say Karen is opposed to this? Someone needs to reread it. She only stated that it was a waste of money and offered to meet with anyone to address their concerns. Sounds like she does not mind having anyone look into it to me.

I said it once and I will keep saying it - where is the proof? Someone needs to get the facts straight. NONE of her clients got contracts with the city. The companies mentioned were not her clients when she served. Check the facts - even the paper got this wrong.

Why is it so easy to smear someone's good name without checking out the facts and showing the proof?

On Christmas morning I woke up early because I heard some noise in my kitchen. I got up and went in and there was Karen Rogers. She'd made pancakes for my entire family - just because she cares. She even brought us real maple syrup! Then, after doing the dishes and vacuuming, she left. (She said she had to go give blood for some orphans, if I remember correctly.)

She's a decent, hard working, kind, kind lady, and anyone who tries to paint her as a greedy, grubby, sleazy, bullying, selfish and nasty person is just wrong!

Or maybe all you haters hate pancakes too?

It is sad to see the folks that are defending what former mayor Karen Rogers did, while she was both the Mayor of this city, and operating Karen Rogers Consulting.

Maybe it was technically not "illegal" (I'm not a lawyer), but it REALLY gives an appearance of wrongdoing. It REALLY looks like "influence peddling". Google that, and see how that is viewed by the outside world.

It seems that there are some here that are just blinded by their partisanship, and cannot rise above to look for what is GOOD for the community, as a whole.

What Karen Rogers did/does LOOKS sleazy and corrupt to most folks that are "independant". It casts a bad view of what is done in Port Angeles.

Her supporters cannot see that. They cannot step back from their friendship, and tell their friend Karen that she is engaging in behaviors that are doing harm to the community as a whole.

And, obviously, Karen doesn't seem to care enough to act in a better way.

Again, look up "influence peddling".

Right. The Auditor's Office just got a ton of documents a couple of weeks ago, and it's been Christmas to boot. But, despite the large number of documents to read, the short time frame, and the major holiday, yes, right, the investigation is over. Sure.

Yep, I'll agree. The City Manager has NO idea. That is one of the reasons this city continues to stagnate.

And, looking at the comments here that think there is no problem with what the former mayor did is another example of why this town is drying up. Why people are moving away. Why businesses are closing.

It is right up there with the teen mom throwing her newborn in the trash, and the guy branding his kids.

Maybe illegal, maybe not. But definately not the kind of community I want to raise MY children in.

We, the undersigned, do hereby attest that these are our Official Findings in the matter of Case #114-C-2010 (Port Angeles/Rogers/Madsen):

Fact 1) There was no wrongdoing by the City of Port Angeles.

Fact 2) There was no wrongdoing by former mayor Karen Rogers.

Fact 3) In fact, not only was there no wrong done by former mayor Karen Rogers, but now, knowing her a little bit, we are shocked and appalled that anyone, anywhere could ever even suggest such a thing.

Fact 4) The fact that former mayor Karen Rogers ran a consulting business that represented clients who wound up getting contracts with the City of Port Angeles falls under the heading of "happy accidents."

Fact 5) If anything, former mayor Karen Rogers is to be admired for running a successful (private) business during a period in which so many governmental bodies, including the City of Port Angeles, found themselves struggling financially.

Fact 6) In fact, if we are to judge at all from the generosity we have personally seen Karen Rogers exhibit, she must have done very, very well indeed, and would surely never, ever do anything at all illegal, immoral and/or underhanded.

In the deciding of these facts, we have taken pains to weigh all the facts and both sides of the issues equally. We did not let the fact that there were dozens of people willing to testify against the City or Karen Rogers sway us. Nor did we let the two people who spoke out to defend former mayor Karen Rogers unduly influence us. We simply looked at the facts. And, after evaluating those facts, and receiving a very nice (and generous) Christmas card from Karen Rogers, we reached a decision.

Case dismissed. LET FREEDOM RING THROUGHOUT THE LAND. Should anyone have any questions regarding this decision, please note that we will be in Hawaii for the next two weeks.

Not sure why some here seem to be blaming Max. If I'm not mistaken there was a gentlemen that frequented the City Meetings and he was always after Karen. If I were pointing fingers he would be the one.

If she has so many supporters why was it she lost her mayor post the 2nd time around. There were a number of folks standing up for her at that open meeting and she didn't make it.

And if looks could kill and I'm sure many of you have seen the look you can get from her, there sure would be alot of dead folks around.

I'm not seeing the problem with the auditors office "looking into" anything that is done at our local government level. It's not as open and transparent as it should be.
Decisions are made that impact all of us (check your real estate taxes, your power bills, and every other way the city/county/state take taxes from us). The "powers that be" need reminding that they are public servants, and lining their - or their friends and relatives - is illegal, and should be.
I don't care how NICE people are, if they do wrong, they should face the music.
It is not Max, or Edna or lib or conservative, or any other bullsh*t thing. Grow up, use your brains. This is about acting in the best interests of ALL OF US. It's about acting properly. We, as a people, need to give this message to the city, the county, the state, and the federal governance of this country -- or suffer with the consequences,that we are all feeling/seeing/living.

The people who have the proof and facts are likely sharing them with the authorities, where knowledge of the truth might lead to corrective actions.
However, I have no faith that the State Auditor's Office will conclude there was sufficient wrongdoing to merit more than perhaps a verbal slap on the wrist. The State Auditor is an elected official, and elected officials have a tendency to cover each others' backs.

It is up to the voters to remember past deeds and decide upon which candidates for public office can best represent the public interest. Even KR's cronies cannot outnumber the ordinary people with long memories of the ways that she, Madsen, and their bullying buddies conducted the publics' business.
Prediction: KR has deservedly met her political demise.

First, look up "Influence Peddling". Then review what Karen Rogers Consulting did. Then look at her clients. Then look at the contracts with the city her clients obtained.

Remember she was both the Mayor, and council member while doing this.

The areas of information that the State is asking for do tell the whole story, and very clearly. They want the contracts for certain companies - companies that all have a Karen Rogers connection. If they're looking into her client companies, and the contracts those companies got with the city, doesn't that seem clear? At best, much of what she did was improper or showed poor judgement. At worst, it was out and out selling of influence and access - with the city footing the bill and Rogers reaping the profits.

All the State is trying to do is find out where on that range of wrongdoing she falls. Anyone who doesn't support this effort to help clear this taint up is probably part of the problem. We need honest government. To get that, there has to be oversight of some sort.

Karen Rogers was not just a "business woman". She was Mayor, and the representative of ALL of Port Angeles as she attended functions in Olympia and elsewhere. Her blatant influence peddling, while in office, was an embarassment to many.

Public representatives, like athletes, are often role models for our children. More than athletes, they are ELECTED by citizens with the expectation they will do good things for their community.

Karen Rogers may have done good things for Port Angeles. Convicted criminals often did some good things in their lives, too, but those things are hardly remembered, and the crimes are what they are remembered for.

So if you were a council member or Mayor and AFTER you left office and went to work for or did consulting for a company that did business with the city while you were elected this is not okay? Retired military people go to work for military contractors all the time AFTER they leave the military. If KR did business with these people while she was in office I could see a problem. But all the companies mentioned in the paper and in this blogs are companies she may or may not have done business with AFTER she left office.

So because someone didn't do their homework and actually look at the dates these companies did business with the city versus when they did business with KR consulting we are spending thousands of dollars?

I guess politicians are not the only ones who waste my money.

Not to DISHONOR our community.

If you want to be successful in your career, and that means making lots of money, then find a career that accomplishes that for you. But it is not okay to bring dishonor to your community just so you can makes lots of money.

Those that think otherwise are sadly mistaken.

Yes, she did run her business while in office and the record proves they were NOT her clients. The audit will prove this as well. You are listening to others and don't know the facts. I am so looking forward to the truth coming out. However, even when it does, I doubt any of you pointing fingers will apologize. That is the sad part in all of this. It is easy to trash someone's reputation but not so easy to stand up and say you were wrong.

I know that you somehow think you are clever or something with your continuing posts insulting people here, and never saying anything of substance. Just posting to be negative, every time.

But every time, over the years, I've brought up the fact that our mayor was also running a consulting business that offered a "bridge" between local government and people wanting to do business with the city, they have expressed shock. Without exception, every one of them has said "Is that legal?"

When I've replied "I guess so", they have just shaken their heads, saying "What kind of town do you live in?".

More recently, when I tell friends from other places that the former mayor was hired by the company that gets the big city construction contracts, the same one that was getting the contracts while she was mayor, they can't believe it.

So, maybe what Karen Rogers did/does is legal. I don't know. But I do know every person I've seen become aware of what Karen Rogers did, is appalled.

Maybe this is the kind of reputation Port Angeles residents WANT for their community.

Why should we be surprised when the newspaper headlines stories of vandalism , drug abuse and crime, when the community seems to support sleazy activities by its' "leadership"?

Hmmm, interesting comment. So, you have seen all of Karen Rogers' business dealings? Or are you saying you have copies of all the documents the State Auditor received as part of this investigation?

Just to say it, I know, without a shred of doubt, that your statement is incorrect. I have seen copies of some of those documents.

Then you can't read. The company who built the bridges was – Parsons RCI, Inc. – they have never been a client of KR. The company who built the Gateway – Primo Construction – have never been a client of KR. All these contracts were awarded via after a PUBLIC REQUEST FOR BIDS an open transparent process and many firms responded to the bid requests – the contracts were awarded in open public session at the City Council meeting with full bid price disclosed.

There is a difference in building "a" bridge versus "the" bridge. I wish all local officials worked harder with private business to send contracts our way.

As a businessman and contractor, I should be able to call a public official and say - "I see you have an open bid for so and so. Can you give me some information?" - Information as in how the process works, what steps I should take, etc. Part of their job should be to help the local economy.

If I worked with a public official in the past who is no longer a public official now and they impressed me with their work ethic, I would darn sure hire them for my company. Why wouldn't I? Why wouldn't I want their expertise in bidding on other contracts in the state? They are no longer in office and have to make a living just like anyone else. You people are just weird.

Karen Rogers' unsavory behavior when on the council was aided by a number of people who still work for the city. Unfortunately the new City Manager has been a disappointment, in that he has not cleaned house of the entrenched old guard. So, the taxpayers continue to be fleeced.

Exeltech received millions of dollars in public money to do construction supervision on the Gateway, the bridges, street paving, and numerous other public works projects.
The cost overruns on the Gateway included expenses for fixing construction defects that the "supervisors" didn't catch and prevent. This didn't stop the city from paying the supervisors extra to consult upon and supervise the repairs. What a deal!
Could the person who posted details about which firms constructed the projects (as opposed to which firm received the construction supervision contracts for them) also have aspirations for Exeltech employment soon, do ya think?

The current city manager is not a progressive. He will not take the necessary measures to rid our nice city hall of the corrupt, entrenched Staff and old guard who are working with certain former city council members against Max. The city manager is quietly encouraging people like Cody Blevins and Kaj Ahlburg to run for city council in November.
