According to the State Auditor's report, Karen Rogers violated state law by not disclosing business relationships while she was a City Council member. A city official is required to disclose business relationships with a company if the city is considering hiring that company. These disclosures have to be mentioned in the minutes and the vote of that city official cannot be counted.

Rogers isn't/wasn't the only city official guilty of self-promotion at the expense of the public interest. The city attorney and city managers bear much responsibility for aiding and abetting unethical behavior at City Hall. The former city manager is, thankfully, long gone (unless he and his cronies are still pulling strings behind the scenes, which could be possible). But the present city manager and city attorney should be fired, and other house-cleaning done among the staff to try to change the culture of secrecy and self-dealing in Port Angeles.

Tuttle's allegations must have had some merit, otherwise the State Auditor's Office would not have opened an investigation. The guidelines for responding to HotLine complaints allow the state to dismiss meritless complaints very early on. Here, the investigation continued for months.
A problem seems to be that the investigators are subject to browbeating and undue political influence, resulting in an investigation report that ends up being a whitewash at worst, or watered-down at best. Therefore, citizens who file a complaint with the Auditor's Hotline shouldn't pin too many hopes on the investigation leading to swift and firm action to redress wrongdoing. If such complaints were initially investigated by the Attorney General's Office instead of the Auditor, then the public interest might be better served.
bullshit! 5:25am you know nothing about this matter. Mr. Tuttle was not the only one who contacted the state (he was the one who took credit). The reason that more couldn't be found was that some little "birdies" destroyed ample amounts of documents in a cover up.
The records of the "closed" city council meeting were lost. This city was corrupt with a capital C, and some things done will never see the light of day.

Why do you think that "Citizens' Hotline" exists, in the first place? So people can call in to congratulate public office holders for doing a great job? No. It is there so people can can in when they have concerns.

Says "citizens" not one, but several. and it covers several items which were investigated. What it found, was there were some thing which were not "kosher". (Like anyone in this town doesn't know THAT.)

I'm also sorry that the State Auditor's Office failed to act on the report for over two years, until after some of the questionable contracts had expired or the "subject of the investigation" had left office. This makes it a more convenient whitewash.

Karen Rogers' activities have long been a topic of discussion here, and most often, not in the most positive terms. She decided not to run for again for public office because the criticisms and suspicions of her activities were so rampant.

The BRIGHT side of this debate is that now I doubt that KR can run for any state offices (her aspirations were there, according to rumors). This nice big black mark is certain to keep her out of the wider game of politics, or so we can hope.

In about 2000 I watched Karen Rogers in a debate in a business meeting, and have not liked or trusted her since then.

(Port Angeles) -- Additional Port Angeles city council members may have also missed public disclosure rules that were outlined as part an audit released this week.
Council members Brad Collins, Cherie Kidd and Max Mania did not disclose all of the boards on which they serve that could also have business with the city. KONP is awaiting documents from the other city council members.
Disclosure of such information was one of the findings that came out of a state audit focusing on former mayor Karen Rogers.
The report released this week found that Rogers did not adequately list the city's contract value of the boards she disclosed she was on.
The state says candidates are to file those associations with the Public Disclosure Commission when they run for office. It must include board association for the year prior to a candidate filing for office. The filing also must include a spouse's board activities as well.
However, PDC documents show that didn't happen in the case of Collins, Kidd and Mania. Collins didn't disclose he was on the PA Fine Arts Center Board. Mania had served on the Friends of the Port Angeles Fine Arts Center board, but listed "no association" on his PDC filing on his financial statements when he ran for office in 2009. Kidd did not list her board membership with the Port Angeles Regional Chamber of Commerce or the Clallam County EDC. Both entities have contracts with the city. Kidd tells KONP she is filing new financial information regarding her board associations. She says the audit report showed there were details about reporting she was unaware of. She says she is welcoming the opportunity to correct any filing mistakes and wants to remain as transparent as possible, calling it a "learning experience".
Mania wouldn't comment, and hung up on a KONP reporter when asked about the reporting issue.
We were unable to reach Collins for comment.

Max Mania and Brad Collins did not disclose on their Financial Disclosures that they were both members of the Port Angeles Fine Arts Center. This entity receives MONEY from the City of Port Angeles and should have been reported on their filing report. Those reports are supposed to include EVERYTHING 12 months prior to their filing.
This was nothing but a political ploy because a certain group of people were terrified she would run for office again and they wanted to discredit her. The Chairman of the Clallam County Democratic Central Committee proved that when he stood up at the City Council meeting before the audit was even finalized and trashed KR in public.
I hope she sues the hell out of a whole lot of people and that the companies who had their good names smeared in the local paper because of this political maneuvering will join in with her. And I hope she starts with Kent Myers. He released the names of those companies to the local paper during an ongoing confidential investigation. The newspaper should have never put their names in the paper. Now let’s see the newspaper apologize for pointing the finger at all of them since they have been proven innocent of any wrong doing. It is a sad day when a city manager works against local businesses instead of trying to help with economic growth during these tough times.

No it is not. Max Mania was suppose to fill out his financial reports covering the prior 12 months before his election. He did not.
They are all suppose to list any entity they belong to and how much the city has paid that entity.
I know they will all go run fix it now as they can refile and update their reports. Cherie Kidd told KONP she was. So can Karen and that will clear her of this so called "offense".

Trying to divert attention from that aspect of the investigation by pointing fingers elsewhere won't erase the taint of the Auditor's findings about improper and unreported private financial arrangements.
With all this focus on what one must honestly disclose in order to become compliant with PDC regulations, no wonder it is so difficult to get good candidates to run for office!!!

Bad spelling and grammar aside, you miss the point. The Port Angeles Fine Arts Center is a CITY FACILITY. Just like the City Finance Department, the Fire Department, or any other City department or facility. So you are going to say a City Council member can't serve City facilities? The instructions for the form say to report any board you are on where the government entity you work, or are running for, sends money. It is not rocket science. And on top of that both Brad and Max just didn't read the instructions on how to fill it out. Max is claiming he quit the board when he ran. He did. But the report still should have showed he was on that board in the prior 12 months. He was.
So you missed the point. Read the directions and fill out the form correctly.
By the way, the center is not a city facility. It was left in an endowment for the city to care for. There is a big difference.

True and yet Karen was reprimanded for not reporting her board membership with one and the same. So why should she get “audited” for that and now one else gets called on it – PUBLICLY.

Not trying to divert anything at all. I just think the auditor’s report is flawed in this area and the fact that Max Mania, Cherie Kidd, and Brad Collins did the same thing and yet were not “audited” or publicly chastised for it was not fair.
So if you are going to point fingers at not reporting properly, then all of those who did not report properly should be mentioned publicly as well. Why should only Karen Rogers get press about it? Even Cherie Kidd had the gumption to say she realized after the audit that she needed to correct some things, so why is it such a big deal for Max or Brad to do the same.
Question: Is anyone here suggesting that Mania and/or Collins somehow profited from being associated with the Fine Arts Center? Has even KONP suggested that? To the best of my knowledge the answer is no.
Also to the best of my knowledge, Karen Rogers doesn't have that luxury. Numerous people, at numerous times, from numerous politcal perspectives, have complained about what seemed to be questionable, unethical and possibly illegal connections between her, her clients, and the city of Port Angeles.
To sum up: I'm not concerned with members of the city council serving on the boards of non-profits or city facilities. I am concerned with allegations of corruption and backroom deals. The auditor's office obviously saw some potential problems with Karen Rogers and her actions. I have serious doubts that they'll have the same level of concern over these allegations.
(Of course, I'm also sure that Karen Rogers and her few remaining allies will exert great amounts of energy attempting to create new allegations.)

AND it stated in the final audit that she did not do any of this. So if you think the participation in boards isn't important, the only other thing on the audit was that she didn't report a remote connection with a company and should have not voted on a contract.
AND since the vote on that contract was unanimous, it would not have mattered if she voted or not.
AND a few current city council members have done the same thing and it can be proven.

So, you have talked to Ed Tuttle about why he drove around town with that trailer for all that time? You have talked with Ed Tuttle, and reviewed the papers he has as the basis of his concerns?
And, based on those conversations with Ed Tuttle, you know his primary effort was to stop Karen Rogers from running for public office?
Funny. To think one person can convince all voters in the city how to vote! That Ed is an amazingly powerful person, it seems!
Rogers has more than a "few remaining allies" and they are really angry with all the people who keep us looking backward by hounding her with this ridiculous witch hunt. Don't the confused malcontents wailing for Rogers hide understand there are four issues in the Auditors report?
The first is kickbacks and corruption. After over 2 years of work, the Auditor has no such findings. Naturally, instead of being contented that Rogers did no such thing, all the conspiracy theorist are crying cover-up, which is total baloney.
The second is disclosure at Council meetings. If you've ever sat all the way through them you know they are fluid and can be full of tension or emotion. People who attend regularly know every Council member will slip up now and then. It isn't intentional, they are just human. They try to conduct business correctly and follow the letter of the law to the best of their ability. Disclosure errors usually happen when it is late, after a big stress filled session, when everyone just wants to get the heck out of there.
The third is voting while they are on a board. The Auditor hit Rogers pretty hard on that one so there will be a lot of looking at RCW 42.23.040 and how it applies. I bet the City will also look at how votes are recorded in their minutes in the future. The bottom line to that whole "remote interest" thing is whether or not the vote made the difference in approving a contract. And since the votes were "unanimous" Rogers vote had no impact on the outcome.
So all the hubbub that the Auditor made about Rogers and her board work creates a fourth issue which has Mania all upset. It involves filling out the disclosures on the PDC forms. Rogers disclosed all of her dealings. Kidd is admitting she screwed up some and is having to make corrections. Others will likely find they haven't completed the form correctly either. So when Mania hangs up on KONP he's just invited the whole town to strip search him for why.
So boo-hoo that anyone is upset or worried about all the current council being looked by the community. People are so mad about all this that they are now going on-line themselves…it's not a case of a few supporters spending lots of time - it's a case of a lot of people finally getting disgusted and starting to look for themselves. You can hardly get on the City records web site for all the traffic.
Tuttle dragged a reader board on a trailer around town behind his vintage car. He rubbed all of our noses in his own filthy targeting of Rogers and others on the old council with hateful slogans while boasting support for the three who won election in 2007. He did it again in 2009. His egotism and their smugness caught the attention of a lot of people who remember and are now infuriated.
Don't be surprised if you see the entire Council feeling the heat of "transparency" in the coming days and weeks.

Oh good. After years of enduring the embarrassment of having our mayor engaging in what most considered influence peddling, we now will get to re-live all that fun again.
In Washington State, influence peddling is not illegal, it seems. But in other places it is.
Some people examine the rules and laws so that they can skim and skirt around them for personal profit. Again, nothing illegal about it.
Others, who are elected public representatives, view their positions as a trust with those that elected them, and will not do anything that gives the appearance of inappropriate actions.
If Karen Rogers wants to run for public office again, I'm quite sure there are many voters out there who would not support someone with her history.
Any credible campaign professional would advise any political party not to waste their resources on a candidate with her history of controversy.
But, this is Port Angeles.

This is true. There are many accounts from many people of her efforts to intimidate and bully. She was pretty well known for that kind of behavior around city hall, and out in the community.

What is all this phony concern about "scripted" actions by council members? Do the people who post these concerns here honestly think that the "subject of the investigation" and her book-end council partner now from Omak didn't script and ramrod through public policy changes and expenditures that they wanted?
The majority of council members at the time of "the subject's" City Hall reign were either too lazy to do their own thinking, or allowed themselves to be bullied or manipulated into compliance with what the "subject" wanted.
Case in point: council members nonetheless unanimously voted to form HarborWorks even though four of them admitted before voting that they had never seen or read the documents forming HarborWorks until minutes before they voted to waive the second reading and approve them.
And, yes, at that infamous May 20, 2008 meeting the then-mayor, city manager, and attorney were all reading from a script.
We can guess at the identity of the posters here who raise the evil spectre of "scripting" by council members. I'd say that perhaps they have a guilty conscience; but that would be out of character with their well-known actions.

He will instead be concentrating on representing the 24th legislative district in the state House of Representatives in Olympia. This seat is up for reelection in November of 2011.
More news will be forthcoming this week. I'd like to assure everyone that there will be some very credible people coming forward to compete for the Democratic nomination to succeed Steve, and exactly who will become public very soon.

I have attended many city council meetings where council members have said they did not read something or know much about something. Right after that someone (City Manager, City Attorney, Mayor, Other Council members) point out to them that they got information on the subject several times and have already talked about it several times! Where were they? Asleep?
The process that formed Harbor Works went on for two years. Two years! How long do they need to get information about something? And everyone in on those meetings heard the guy from Ecology state that he thought the best action was to form a PDA. They figured he should know what he was talking about right? So they followed his advice.
There are two very successful PDA's in the Puget Sound area that have converted contaminated property into beautiful areas for those towns to enjoy. They worked because the citizens got behind creating something out of wasted land. Too bad there were not any such visionaries here.

Sounds like the person who posted that statement may have been himself/herself sneakily working behind the scenes on this for two years, but the details of the deal --- the money, who would be appointed to run HarborWorks, the obligations the city would incur, the powers granted to the unelected board of directors and on and on ---(and the devil is always in the details) --- didn't reach the light of day until minutes before the May 20, 2008 council meeting.
Public trust in government was trampled then, and it hasn't yet recovered. Still need to clean house at City Hall of those who were mixed up in that mess.
Oh - it just dawned on me that the person who posted this could also be someone who was appointed to the HWks board and who has a very, very high opinion of himself, and who prefers to delude himself rather than face the ugly facts about how HarborWorks came to be.

With that being the case, and being that you're so concerned about the truth and the town, does that mean no more rants about duly elected officials? No more paranoid fantasies about "shadow governments"? No more attributing actions and motives to people you don't even know? Hmmm?

How quickly the assumptions are made here and how easily the names of good people are slandered about.
I have been told I'm Dick Goodman. I have been told I am Edna Peterson. And now I am told I am Brooke Nelson.
Again, you prove my point. How easily it is to trash someone's reputation without any facts. I am none of these people and you will never guess who I really am because you do not know me and you do not even know my name.
It is exactly this type of behavior that hurts this community - unfounded accusations. It just continues on and on. And even if the facts were brought forth it would not do any good. No one would believe the truth because they have been so convinced by the lies. So convinced by so called facts that are just not true.

You set out to prove some kind of point? We see unfounded accusations posted here, almost every day, on almost every thread, from the nutjob that has an obsessive compulsion about "Max". Everyone knows the person is nuts, and so it is. They still make their "unfounded accusations", and Port Angeles lives to see another day.
You set out to intentionally deceive others, doing so anonymously. No trick to that. There is nothing to be seen from this other than what is already a WELL understood rule on the internet, all over the world.

people in this town would be more likely to get out of the anonymous banner, and speak openly if a certain set of thugs (including KR) didn't bully and threaten, and try and clamp down on opinions that weren't the exact ones they held.
Part of the problem with this town are all the graduates from 1968-1974 who think they are "all that and more" because of what their parents, or grandparents did, when they are just insecure, small-town minions. Meanwhile, the old guard is getting senile, and still thinking the world is like what they thought it was in the 1950's.

I've come to the conclusion that no one named "Max Mania" lived in Ashland - this person on the city council wasn't using that name then! So what was "Max's" real name and why did he change it? What's he hiding?
But to address your point -it's OK to make equally unfounded accustations against certain members of the "old" council or even certain members of the current council (like Brooke nelson. Really, have you people no shame?). But - oh dearie me - ask some questions about Saint "Max" or even ridicule him ... !!!

Karen Rogers: Crooked, and connected to Dick Piling and the now defunct Carroll Realty. (Her husband worked there, as did her chief crony, Larry Williams.) She stood for backroom, sweetheart deals for companies she was "associated" with.
Brooke Nelson: Council member, and connected to Dick Piling, who she has served on real estate boards with, and now works with. She stands for...what, exactly? She votes with the old guard, and also likes to maintain those sweetheart deals. She tried to paint herself "green" during her campaign, but all indications are she's just another rapacious realtor. I suspect she's the council member closest to Karen Rogers - even closer than Don Perry and Dan DiGuilio. A puppet for Rogers' greed and Piling's Republican fantasies.
And the fact that some troll here has stated their belief that Nelson should be above any questions or suspicions is, of course, suspicious.
Why is Kent Myers still the City Manager?
The City Council needs to fire him ASAP. Many, many people I've talked to agree that they have lost any confidence they may once have had in his integrity and ability to lead Port Angeles forward.
Kent Myers is still the city manager because the City Council is either checked out and unaware of how low his standing is in the community, and/or they lack the courage to actually take action on this. Just one persons opinion.

I think there are a couple council members who are dissatisfied with Myers, and would vote to fire him, but the same old crew that make up the current majority is just flat out too lame to do it. They don't understand how having poorly functional staff brings the town down, instead of getting rid of these folks (Cutler included), and moving on.
This reminds me of what happens in a family when unhappy parents stay together "for the sake of the kids". The kids are miserable, and the parents can't move on to a better life.
