Port Angeles City Council: Violating State Law?

Shirley Nixon, a former Clallam County prosecuting attorney, says the City Council might be in violation of state transparency laws — specifically the Revised Code of Washington.

She first criticized the City Council for their secrecy last May when they created the Harbor-Works Public Development Authority. She said:

“I appreciate the Council calling the special workshop last Tuesday evening to discuss Harbor-Works. I wish I could tell you that the session left me feeling more confident about how and why the PDA was created. Unfortunately, it seemed to raise more troubling questions than it answered.”

And she has the same criticism of the City Council’s selection process for the new Port Angeles City Manager:

“The pitfalls of unnecessary government secrecy are many. Unfortunately, the City Council appears to have once again run afoul of the open government principles by selecting its preferred candidate for a new city manager in a completely closed process.”

The City Council’s city manager selection could become invalidated if the process violated state laws. Nixon said:

“I don't know how, or if, this violation of the Open Public Meetings Act can be corrected, but I am truly sorry that the arrival of a new city manager — a hopefully bright occasion filled with great promise for the city's future — must be clouded by the council's disrespect for state law.”

I've only been to a few City Council meetings and the way they proceed bothered me so I don't bother anymore.

Won't bother going to another one unless they start another power grab for the east side so they have more to lord over.

I'm okay with the county and PUD.

There are a hundred grandmas in Port Angeles that could single handedly run the town better than a whole damn city council.

BBC are you into misogyny, or are you simply a gynophobic?
I'm getting really tired of your bashing women or asking about their tits. I think you are the reason the term "old fart" is a bad name.

As long as we have Karen Rogers trying to run the show and Larry Williams right behind her things will not change. Doesn't surprise me at all.

It's my understanding that Larry Williams won't be running the next time around.

Anonymous..... What part of, "There are a hundred grandmas in Port Angeles that could single handedly run the town better than a whole damn city council."?

That doesn't exactly sound like I'm down on all women, only the women around my age that are so screwed up that we can't get along with them.

And I'm not alone, there are many good men in this area that don't bother to date anymore and lead quite and peaceful lives without women in them.

They just don't want to be with members of THE INSANE CHICKS SOCIETY. Get a frigging brain.

Karen Rogers, rolls eyes.

But don't discount Cherie Kidd, I know her pretty well and she wants to be the queen bee.

Very talented, lots of energy, a real promoter, especially of herself. Good looking also, after applying makeup and fancy clothes.

And a real gold digger that thinks the monkeys that help run the city deserve to make tons of money off of you instead of just being of public service.

After years of pretty much getting no where in a big city and ending up divorced she moved back here to try to become a big fish in a smaller pond.

Watch out for her, she is smooth, much more smooth than Rogers. She means well, but she is on the wrong track.

Cherie Kidd...hmmm...wonder what she looked like younger?
I'll tell ya one thing, if they don't stop bickering amongst themselves, they will paralyze and ruin the city.
What we need is guys like Terry Roth, Frank McPhee and JR (Blue Dolphin) running things...we'd have less taxes, nicer streets and all the mouth-breathers and druggies off the streets.

Just need good O' country guys and gals running that town, not the driven politicians that what it to keep getting bigger cuz they think that will make it better.

Life is like a can of mixed nuts, the big ones work their way to the top.

And then you vote for them.

An observation…. I notice that they spend a lot of the taxpayers money for high price surveys, appraises, research, and such. To companies that aren’t even in this area. If those monkeys are as smart as they want you to think they are why can’t they figure things out for themselves?

Every time a need comes up (real or imagined) they spend big bucks to outside firms that figure out how to make it look feasible to you so they can sell you on the idea. Take a new swimming pool, thousands spent before even getting to the actual making of one, it’s stupid. Get on the Internet, find some new ones that are successful, copy one of them, save a ton of money.

I often think that they pay outsiders big bucks so they have a scrape goat in case things go wrong. “Hey, don’t look at us, those folks over in that big city said this would work.” You of course can’t touch those folks over there, they got your money for doing a little research and a lot of copy/pasting into fancy documents and slide shows, suckers, ha ha ha.

Crap, six average citizens here off the street could come up with a plan for a new pool, or renovating the old one and save everyone a ton of tax money.

Those folks all have one thing in common. They want new and bigger and prettier things, and they want you to pay for them. Oh, and they want you to grow so that they have more to be masters over while they con you into thinking they are serving you. No, they are serving their own self centered interests.

Roger, don't know what Kidd looked like when younger, my first time here was in 68 and I just dropped into town off and on over the years for a day or two and didn't know her back then.

My friend Rick has lived here all his life and he's not impressed with her.

She left here years ago to the big cities, came back right at ten years ago when I was in the business assocation to wow all of you. Loves big bucks and would love to have a million of them, and a Porsche convertible.

She is damn talented, damn talented, but gold diggers bother me.

As long as she hasn't got a million bucks of her own, she's more than happy to spend a few million of yours so she can put on something pretty, give a speech, and cut a ribbon while playing being important. Ha ha ha.

Anonymous..... I have opinions, I think that others are entitled to them. Mr. Harper does not have to allow them if he chooses not to.

I have plenty of readers at my blogs so don't worry about it.

Your opinion of me is important, thank you for sharing that with me, ha ha ha.

After three years of blogging I've noted that comments often go astray, and that it's okay. So here goes...

Dear employees

Due to the current financial situation caused by the slowdown of economy, Management has decided to implement a scheme to put workers of 40 years of age and above on early retirement. This scheme will be known as RAPE (Retire Aged People Early).

Persons selected to be RAPED can apply to management to be eligible for the SHAFT scheme (Special Help After Forced Termination). Persons who have been RAPED and SHAFTED will be reviewed under the SCREW programme (Scheme Covering Retired Early Workers). A person may be RAPED once, SHAFTED twice and SCREWED as many times as Management deems appropriate.

Persons who have been RAPED can only get AIDS (Additional Income for Dependants & Spouse) or HERPES (Half Earnings for Retired Personnel Early Severance). Obviously persons who have AIDS or HERPES will not be SHAFTED or SCREWED any further by Management.

Persons who are not RAPED and are staying on will receive as much SHIT (Special High Intensity Training) as possible. Management has always prided itself on the amount of SHIT it gives employees. Should you feel that you do not receive enough SHIT, please bring it to the attention of your Supervisor.
They have been trained to give you all the SHIT you can handle.

Liz, hugs baby.....

Sincerely, The Management

At least Liz, Billy and few others use their real names. And where's that Doctor Nosferatu guy with his evil plans?
